我国政府应对网络舆情的现状及对策研究——基于33件网络舆情典型案例分析

当前我国社会正处在发展机遇期和矛盾凸显期,网络社会化、社会网络化对社会生活影响巨大。通过对2013年33件网络舆情典型事件进行系统分析可以发现:时间上,网络舆情传播速度较快;类型上,不同类型事件曝光速度不同;回应时滞上,政府基本能及时回应;回应状况上,政府回应的偶然性和随机性特征依旧明显;回应主体变化上,政府回应类型化趋势较为突出;回应策略上,政府回应多元化特征较为明显。对此,应注重研究周期性的网络舆情传播规律,提升政府应对网络舆情处置能力,构建系统化的网络舆情引导机制。通过具体案例实证分析的方式研究我国政府应对网络舆情现状,有利于提升我国政府回应和引导网络舆情事件的综合能力。

Status Quo and Countermeasures of Government Response to the Internet Public Opinion --A study based on 33 case analyses

Our society is currently faced with both opportunities of development and social contradictions. Socialized network and network society have a huge impact on the daily social life. After a systematic analysis of 33 typical cases of internet public opinions, this paper arrives at six conclusions. First, internet public opinions spread quite fast; second, events of different types may spread at different speed; third, generally the government responds timely in terms of response delay; fourth, government responses are still significantly characterized by its randomness; fifth, the government＇ s responses tend to fall into groups in accordance with the types of public events; sixth, in terms of responding strategies, government responses are prominently diversified. Based on these findings, this paper proposes that we should study the regularity of periodic propagation of internet public opinions and establish a systematic mechanism to guide internet public opinions in order to improve the government＇ s disposal ability of handling internet public opinions. It is believed that empirical studies of specific cases would help enhance our government＇ s comprehensive abilities of responding to and guiding internet public opinions.
