第三欧亚大陆桥构建的法律思考

在第三欧亚大陆桥的建设中，虽然大陆桥铁路网基础设置的建设等“硬件”是重点和关键，但是其法律制度的构建应成为“软件”建设中不可或缺的组成部分。在总结了已有欧亚大陆桥的建设经验的基础上，提出了构建第三欧亚大陆桥应考虑的法律制度建设的基本原则、主要内容，并阐述了其现实意义、历史价值和必要性。
