| 摘 要： | 通过分析当前社会制度、教育体制、现实环境、学术权力与国家权力的关系以及高等教育管理原则特点，本文认为高等教育管理要遵循政策性原则，并对政策性原则在高等教育管理中的表现作了宏观和微观的论述，提出了政策性原则在管理中的具体要求。
