| 摘 要： | 电信监管政策措施的选择和实施，对促进我国电信市场竞争的公平和有效极为重要。首先介绍了非对称管制措施的实施框架，然后对七大核心非对称管制措施进行了分析和探讨，最后对非对称管制措施在我国的实施提出了具体建议。
