| 摘 要： | 在商业领域中,差别化服务是一种常用的增强企业竞争力的手段,而在政治领域中,这种对服务对象的选择与区分现象也并不鲜见。政府是否应该选择自己的服务对象?公众是否应该得到完全相同的政府服务?构建服务型政府已成为我国现今政府改革的目标模式,而对政府服务对象的界定则成为我们理解服务型政府的关键。

| Abstract: | In commercial fields,service differentiation is common for increasing the competitiveness of enterprises.And in political areas,the discrimination in treating clients also happens frequently in government services.Should the government choose their clients? Should not the public receive identical services? Building a service-oriented government has become a dominant trend in the current government reformation in China,and defining the clients of government services will be the key to understand the service-oriented government. |
