| 摘 要： | 和谐社会实际上是一个发展成果如何共享、成本如何均衡分担的问题。而造成我国经济快速发展同时又带来社会利益失衡的重要因素是地方政府及其行为方式。和谐社会建设必须要求地方政府的转型与改革,改革的思路向上可以适度加强中央的垂直管理,向下要扩大民众的参与、推动基层的民主化进程。

| Abstract: | Development of a harmonious society is actually a share of the results of the derelopment,and an issue to balance the development cost issue.It is an important factor caused by China's rapid economic development which has also brought social imbalance to the interests of local governments and their behavior.The building of a harmonious society demands the local governments restructuring and reforming.Reform of progressive management can be a modest strengthening of the central vertical downward to expand popular participation and promote the democratization process at the grass-roots level. |
