| 摘 要： | 高校办学资金不足,可以采用举债的方式来融入资金,但必须考虑到举债适度、偿还能力、规避筹资风险、选择投资项目、提高投资效益、存量资金运用等,以确保投资项目的科学性、合理性、效益性。
