中国古代行政官吏选用规制特征论

摘    要:文章认为,选用什么样的官吏和怎样选用官吏,对于政权治理的实现和延续具有重大作用。尽管古代统治者为此建立起了规制严格的选用官吏制度,但为了维护封建皇权专制家天下的统治目的,从本质上注定了封建选官制度设计功能的必然失效。在人民民主制度下科学地总结历史上选官制度更替的规律,并批判地吸取各种选官体制中的有益因素,对于公务员制度的不断完善和执政为民治国理念的充分实现,具有重要的史鉴价值。

Abstract:This article holds that the selection of officials is important to the achievement and the continuity of regime.Despite the fact that the ancient rulers established a strict regulatory system for selecting officials,the purpose of maintaining the feudal imperial autocracy doomed the regulatory system to be inevitable failure.It is of great value for the continuous improvement of the civil service system and full realization of governing for the people to summarize the selecting regulatory systems in history on the basis of the people's democratic dictatorship and to critically assimilate useful system of election officials.
