| 摘 要： | 社会主义新农村的建设是与农民话语权的实现为基础的.当前,农民非制度参与的激增是其"话语权"在制度内失效的某种回应.制度短缺、制度虚化、制度偏好、制度曲行是农民话语权缺失制度因素.增强农民"话语"表达的政治效能,必须以制度和政策体系'的再造与重构为前提.
