| 摘 要： | 作者以滇池环境变迁为背景,对建构我国社会转型过程中环境保护的模式进行个案式阐释。通过个案分析,根据我国政府职能转变的趋向、市场体制的完善程度和公民社会的发育程度,基于公共治理理论,结合中国环境治理的实际情况,提出我国建设生态文明"以政府责任为主,加强市场环保规制,充分动员社会力量"的总体思路。
