| 摘 要： | 随着珠三角产业转移,广东欠发达地区一方面迎来了借产业承接大规模推进工业化的契机,另一方面面临地理边缘化和环境脆弱性对产业承接的限制。这就需要找到一个能有效利用机遇并摆脱限制的解决方案。功能分区、产业选择和工业排放配额制为此提供了思考的方向。

| Abstract: | With the industrial transfer in the Pearl River Delta,the Underdevloped Areas in Guangdong province will be faced with the chance to greatly promote their industrialization while accepting the industries.Meanwhile,these areas are also likely to suffer from the restrictions caused by the geographical marginalization and environmental vulnerability.For the sake of seizing the opportunity and getting rid of the constraints,functional zoning,industry selection and industrial emissions quota system must be taken... |
