论党的执政能力建设

党的执政能力建设是党的十六大和十六届四中全会在政治建设方面提出的新话题。党的执政能力不等于党的干部的执政能力,它有量和质两方面的不同与区别;党的执政能力建设关键是党的领导体制和工作机制的建设,而改革和完善党的领导方式和执政方式,坚持依法执政又是体制、机制改革的第一步;党的执政能力建设就个体而言,是干部素质的提高;就整体而言是党各个方面建设的协调。因此,党的执政能力建设问题的提出,是党的建设理论的一个创新,它将把中国共产党的建设引入一个全新的阶段,它将决定中国政治发展的新走向。

Party's ruling capacity is different from Party leaders' capabilities.Improvement of Party's leading system and governance mechanisms is the key to enhancing Party's ruling capacity. Reforming and perfecting Party's leading style and ruling mode and governing the country according to law are primary in the building of the Party's ruling capacity.Individually speaking, enhancing the Party's govemance capability can be regarded as improvement of carders' caliber. Wholly speaking, it means harmonious construction in different aspects. Therefore, it is innovative for CPC. Central Committee to point out the building of the Party's ruling capacity.
