政府绩效与成本支出研究：政府类型与成本控制

按照矩阵分析法,对政府绩效高低和成本的高低做对应分类组合,形成四种政府类型。我国政府具有高成本低绩效运行特征,而成本控制是提高政府绩效的核心。为此,我国政府必须确立成本控制指标,大力推行政府转型、加强制度建设、强化成本意识、增强突发性公共事件的应对能力等,力求成为适度成本-高绩效政府。

Study on Government Performance and Cost Outlay: Government Types and Cost Control

According to matrix analysis,this paper sorts and combines the level of government performance and cost,and then it sums up with four government types.The government in China has the operating characteristics of high cost and low performance,and cost control is the core of improving government performance.To this end,the government must establish cost control standard,push forward government transformation,concentrate on institutional improvement,strengthen cost-conscious,enhance coping capacity of precipitating incidents,and strive to become one with moderate cost and high performance.
