On the Division of Labour and System Evolution in the Economic Development of Western China

The paper holds that the conventional elements, such as financial and banking policies, useful as they are, are but short-term mechanisms while the division of labour and system evolution are the mechanisms that play long-term roles in the economic development of Western China. The major measures to be taken to realize the division of labour and system evolution are the construction of basic facilities, improvement of industrial structure and administrative system, renovation of social welfare and education, promotion of intelligence investment, enhancement of non-agricultural economy and, enlargement of medium- and small-sized towns in the West.
