教育公平:失衡与重建——以高考录取为例

进入新世纪以来 ,教育公平问题受到学术界和社会的广泛关注 ,其中高考录取不公平现象更是受到猛烈批评。无论是从“依法治国 ,建设社会主义法制国家”的宏伟目标看 ,还是从建立社会主义市场经济体制的现实需要看 ,高考录取不公平现象都严重侵害了公民平等受教育的权利 ,而且加剧了各地区教育、文化、经济发展的不平衡 ,其危害是十分深远的。这一现象产生的原因是多方面的 :一是计划经济的思维方式作祟 ,二是教育资源的短缺以及分布的不均衡 ,三是教育改革措施的不完善、不配套 ,四是转型期不良社会风气的影响。消除这一现象的根本途径是深化教育改革和实行依法治教

Education Fair, Unbalance and Reconstruction--Taking the enrollment of college entrance examination as example

Since the beginning of the new century, the questions of education fair has been widely concerned by the academic field and society, among which the unfair phenomena of the enrollment system of the college entrance examination are seriously criticized. Whether from the great aim of"management of the country and construction of socialist lawful country according to laws"or from the real need of the establishment of the socialist market economy, the unfairness of the enrollment system of the college entrance examination seriously infracts the citizens' right for being educated; besides, it has sharpened the unbalance of the development of education, culture and economy of various regions, and the harm is very profound. The reason why this phenomenon is produced has various aspects, they are: 1. the haunt of the plan economic thinking mode; 2.the shortage and unbalanced distribution of education funds; 3.the defect of the education reform measure; 4 the influence of the bad social mood in the course of type turning period. The basic way to eliminating these aspects lies in deepening education reform and carrying out managing education according to laws.
