宁波市基本公共服务发展水平的评价与分析

近年来，宁波市基本公共服务发展水平加速提升，各县市之间的发展差距逐渐缩小，但是城乡差距仍在不断扩大，同时，与北京、上海等国内发达城市相比，宁波基本公共服务的总体水平仍有待进一步提高。今后，应进一步强化统筹发展战略，完善财政转移支付制度，加大对落后县市的扶持力度，努力促进基本公共服务均等化发展。

Analysis of the Development of Basic Public Service in Ningbo and Policy Suggestions

In recent years, the development of basic public service in Ningbo has been accelerated, and the gap between counties has been gradually narrowed, however, the gap between urban and rural areas is still expanding. Compared with Beijing, Shanghai and other developed cities, the basic public service in Ningbo still needs to be further improved. In the near future, Ningbo should strengthen the co-ordinating development strategies, improve the fiscal transfer payment system and offer much more support to backward areas.
