惠农政策知晓度及基层执行满意度研究——基于农民视角及云南、河南省的调查

采用问卷方式就农民对惠农政策的知晓度与基层组织政策执行力的满意度状况进行调查。结果表明：农民对惠农政策的知晓率较高,但缺乏深入了解。性别、年龄、文化程度、单一的政策传播渠道等因素影响农民对惠农政策的知晓程度。农民对农村基层组织政策执行力的满意度总体上居于中等水平。因此,应采取加大宣传力度,放大惠农政策效应;充分发挥村干部和新农村辅导员的作用;保证惠农政策信息传播的客观全面等措施提高农民的政策知晓度。同时通过对村委会和乡镇政府干部进行严格选拔;加强教育培训,提高村干部的政治素质和执政能力;加快推进乡镇机构改革,提高基层行政能力等途径提高农民对基层组织政策执行力的满意度。

Peasants awareness of agriculture preference policy and peasants satisfaction for policy execution of grass-roots organization: Based on the investigation in Yunnan Province and Henan Province

Using questionnaire to research on peasants awareness of benefit farming policy and peasants satisfaction for policy execution of grass-roots organization. The results shows that satisfaction of peasants for policy execution of grass-roots organization is in the medium range, and the average score is 3.3014. Among them satisfaction for policy implementation is highest, and the average score is 4.0237.We may improve satisfaction of peasants for policy execution of grass-roots organization by different means.
