| 摘 要： | 都市农业已成为世界各国特大城市、现代化大都市郊区农业发展的趋势和方向。作为与都市经济和人民生活息息相关的基础产业,它具有保障生活、发展经济、稳定社会、平衡生态和旅游休闲等作用。针对西安市都市农业发展的现状,采用SWOT分析法并借鉴国内外经验,提出西安市政府加快都市农业发展的对策建议。其一,做好规划,发挥政策引导功能;其二,提供社会化服务体系,创造良好的外部环境;其三,完善制度,配套法规;其四,加大投融资力度;其五,培训新型农民,提供科技支撑;其六,完善政府管理体制,创新发展理念。 |
