宁夏森林生态补偿政策创新与实践探索

在深入探索宁夏森林生态补偿实践历程的基础上,针对多元化补偿方式尚未形成、补偿标准偏低、补偿资金来源少、生态补偿管理部门职责交叉重复,以及生态补偿法律法规可操作性不强等问题,提出建立体制机制、制定系统的政策措施、完善法制保障体系、建立多元支付方式、提高公众生态保护意识等对策建议,为构建宁夏森林生态补偿制度和推动美丽新宁夏及西部地区生态文明先行区建设提供依据。

Ningxia Forest Ecological Compensation Policy Innovation and Practice

On the basis of deeply exploring the practice of forest ecological compensation in Ningxia,in the paper,authors puted forward the establishment of system and mechanism,the formulation of systematic policies and measures,and the improvement of legal guarantee system,aiming at the problems such as the diversified compensation mode had not been formed,the compensation standard was low,the source of compensation funds is small,the responsibilities of ecological compensation management departments were overlapping and the operability of ecological compensation laws and regulations was not strong,established multiple payment methods to improve the public awareness of ecological protection and other operational countermeasures. The authors provided basis for constructing forest ecological compensation system in Ningxia and promoted the construction of ecological civilization pioneer area in beautiful new Ningxia and western region.
