| 摘 要： | 文章从历史事实出发,重新考察了前苏联的成立过程,认为前苏联成立时,并未完全遵循联邦制的基本原则,从而埋下了民族矛盾的隐患,这不能不说是前苏联解体的原因之一。

| Abstract: | Based on historical facts,this paper restudies the establishing process of former Soviet Union and it makes us realize that former Soviet Union did not obey the basic principles of federalism totally,thus resulting in the later ethnic contradictions,which can be regarded as one of the reasons o f the dissolution of the Former Soviet Union. |
