制度环境的变革与大学内部治理结构创新

制度环境与大学内部治理结构密切相关,大学制度环境的变革要求内部治理结构的改革与重建。大学内部治理结构的困境根源于实践中存在的委托代理问题,并导致大学发展难以走出政府收权放权的制度怪圈,以及大学“内部人控制”问题的产生。实践中的关键问题是,通过制度环境创新以及大学内部治理结构改革建立自主性的现代大学制度。

Reform of Institutional Environment and Innovation of Universities' Internal Governance Structure

Institutional environment is closely linked with the internal governance structure of universities.The transformation of universities' institutional environment requires the reform and rebuilding of the internal governance structure of universities.This paper argues that the difficulty of the internal governance structure of universities originated from the principal-agent problem in practice,which leads to the fact that the university development hardly get out of the institutional circle of governmental centralization and decentralization and the problem of "insider control" at universities.The key issue in practice is to set up autonomous modern university system through innovation of institutional environment and reform of universities' internal governance structure.
