生态文明视野下中国传媒制度安排的内涵、语境及层次

制度安排是诠释当今中国传媒体制改革发展深化的重点与切入口径。中国传媒发展及其体制改革与中国特色的经济体制改革、政治体制改革、文化体制改革和社会转型相互交嵌,传媒系统与传媒文化以及社会其他子系统和场域发生着错综复杂的关联。中国传媒的制度调整与体制创新不仅需要考虑传媒本身的行业特性,更要基于传媒发展演进的生态视角,考虑传媒生存形态、传播形态和运营形态等赖以形塑的宏观外部情景系统,以完成中国特色传媒制度框架的建构、修正与完善。

THE CONNOTATION,SITUATION AND GRADATION OF CHINESE MEDIA SYSTEM ARRANGEMENT FROM THE PERSPECTIVE OF ECOLOGY

System arrangement is the key and breakthrough bore to interpret current Chinese media system deepening reform. Chinese media development and system reform inter-embed deeply with Chinese characterized economic system reform, political system reform, cultural system reform and social transformation. Chinese media system adjustment and mechanism innovation need to consider not only media industry＇s intfirisic characteristics, but also the macro external environment system that the existence models, communication patterns and operation forms of media lies to shaped, from the ecological perspective and based on the evolution of media development, in order to complete the construction, amendment and perfection of Chinese characterized media institutional framework.
