湖南省环境服务业发展的经济效应研究

发展环境服务业已经成为改善环境质量与增加经济效应的重要路径。湖南省作为我国第一个环境服务业试点的省份和两型社会综合改革试验区,研究发展环境服务业的经济效应具有重要的现实意义。基于湖南省2007年45部门投入产出表,通过计算湖南省环境服务业的影响力系数、感应度系数和从业人员报酬系数等七大指标,测度湖南省环境服务业的经济效应,计算结果表明,（1）湖南省环境服务业对第三产业具有较强的依赖性,第三产业的发展有利于促进环境服务业的发展;（2）2007年,湖南环境服务业的影响力系数和感应度系数分别为0.5086和0.4638,均低于国民经济平均水平,对国民经济的拉动和支撑作用都比较低;（3）2007年,环境服务业从业人员报酬系数高达0.6171,在45部门中高居第一位,发展环境服务业就业效应非常明显,有利于降低就业压力。

ECONOMIC EFFECTS OF ENVIRONMENTAL SERVICES DEVELOPMENT IN HUNAN PROVINCE

The development of environmental services has become an important way to improve environmental quality and increase the economic effects. As the first pilot provinces and Two Types of Social Comprehensive Reform Pilot Area, study the economic effects of Hunan Provincial environmental services has important practical significance. Based on the input-output table in 2007 of Hunan Province ,this article calculate seven indicators including influence coefficient, sensitivity coefficients and coefficients of employees remuneration of environmental services. The results indicate： （1）Environmental services of Hunan Province has a strong reliance on tertiary industry, the development of tertiary industry is conducive to promoting the development of environmental services; （2）In 2007, the influence coefficient and sensitivity coefficient Hunan Environmental Services is 0.5086 and 0.4638, lower than the average level of the national economy, stimulating and supporting role on the national economy are relatively low.（3）In 2007, environmental services employees compensation coefficient up to 0.6171, the highest among 45 sectors ,the employment effect of environmental services is very obvious, which is help to reduce the pressure on employment.
