| 摘 要： | 20世纪90年代后,日本老龄化现象严重,老年人照顾成为日本社会急需解决的问题。基于人口老龄化进程的加快和经济社会发展趋势的变化,2000年日本政府推出了介护保险制度①。该项制度至今已经实施了十年,效果显著,成为日本经济社会稳定发展的重要推手。本文深入分析了日本介护保险制度的机制设计,并对其产生的社会效用与经济效用给予评估,最后总结了日本介护保险制度的特点。

| Abstract: | The phenomenon of aging of population in Japan is serious after the 1990＇s.Old-age care became an urgent problem in Japanese society.Based on the acceleration of aging of population and changes in the economic and social development,Japanese government launched the nursing-care insurance system in 2000.The nursing-care insurance system has been implemented for ten years and brought noticeable achievements.It becomes a promoter for economic progress and social harmony in Japan.The paper gives a profound analysis of mechanism design and evaluates the social effectiveness and economic utility of the system.Finally,the paper summarizes the characteristics of the nursing-care insurance system. |
