论第三部门的发展与弱势群体的公众参与

弱势群体权益保护问题关系着国家的稳定、社会的和谐,扩大弱势群体的公众参与是保护弱势群体权益的有效途径之一。在我国目前的制度下和现实中,弱势群体的公众参与仍面临诸多问题,但第三部门的发展为该问题的解决提供了一个全新的路径和视角,可望使弱势群体更加有力、有序和有效地以公众参与形式保护自身权益,但其作用的充分发挥仍有赖于一系列内、外部条件。
