中国城镇养老金制度改革的效果评价

中国政府为现阶段城镇养老金制度改革确定的目标是：建立起适应社会主义市场体制要求，适用于城镇各类企业职工和劳动者，资金来源多渠道、保障方式多层次、社会统筹与个人账户相结合、权利与义务相对应、管理服务社会化的养老保险体系。改革的有些任务完成了，但产生了一些新的问题，特别是应对人口老龄化的资金来源问题。必须立法规范行政管理和增强执法的效果，同时要解决资金责任的合理化和责任的落实问题。

The aim of pension reform in Chinese urbia defined by Chinese govern ment is to set up a pension system adapting to socialism market economy, suitable to various labors of all kinds of enterprises. The resource of financing is diversiform, the security form is multilayer,with combinations of pooling and individual account, balance of right and obligation and socialization of manage ment service. Some of the task of the pension reform have finished, but some problems have been coming up. Especially financing resource is not enough, facing to population ageing. The law for canonical administration should be set up, and the effect of law should be strengthened. Meanwhile, the problems of the rationalization and carrying out the obligation should be resolved.
