| 摘 要： | 社会组织是处于政府与企业之外的独立组织形式,由政府授权其公共权力提供公共服务,但由于其自身发展的不健全,在行使公共权力时存在着或多或少的问题,因此,对社会组织的公共权力进行法律上的规制则变得异常重要。

| Abstract: | The social organization is an independent organization between the government and the enterprise,its public authority is authorized by the government in order to provide the public service,but because its own development is not perfect,when using the public authority it has its own problems,therefore it is important to carry on legal government to social organization's public authority. |
