| 摘 要： | 中国人民政治协商会议制度的创建，是中国共产党践行马克思主义民主理论的战略举措，是党带领广大人民践行协商民主的标志性成果。从价值取向角度看，我国协商民主制度选择有深厚的历史文化传承和现实价值定位，根本目的在于充分保障人民的当家做主权利。因此，建构中国特色社会主义协商民主制度体系，要立足于现有政治框架，从法制化、系统化、机制化角度，切实深入推进。

| Abstract: | The creation of system of the Chinese people＇s political consultative conference, is the Communist Party of China＇s practicing strategic moves of the Marxist theory of democracy, he landmark fruit of the party leading the majority of the people to carry out consultative democracy. From the perspective of value orientations, institutional choice of deliberative democracy in our country has deep historical and cultural heritage and the real value proposition, so as to fully protect the ownership rights of the people. Therefore, the construction of constructive democracy system of socialism with Chinese characteristics, is to build on existing political framework. |
