提高执政能力的社会学分析——“本体论”、“认识论”与社会整合

在提高执政能力的意义上,市场化改革以来中国新二元社会结构的生成,人和自然关系所发生的由工业化到后工业化阶段的变化,是当下政策主体面对的最基本的政策客体问题;随着政策客体的变化,维系工业化阶段的主客二分的思维形式和后工业化阶段的主体间际性的思维方式在习惯理念和执政模式上应有的与时俱进要求;而对新二元社会条件下社会整合机制的认识,则是和谐社会构建过程中必要的社会政策理念。

Sociological Views on Improving the Party's Ruling Ability: "Ontology", "Epistemology", and Social Integration

On the significance of how to improve the Party's ruling ability,the following two factors are regarded as the most fundamental policy objects that the policy subjects have to face: one is the formation of a kind of new dualistic social structure since Market-oriented Reform began and the other is the change of the relationship between mankind and nature from the stage of industrialization to post industrialization;with the change of policy object,the mode of thinking should also be adjusted to face the new situation in such aspects as custom concept and ruling model;while the cognition of social integration mechanism in "new dualistic society" is the necessary basic concept of social policy under the construction of a harmonious society.
