北约建立与扩大中的内外逻辑分析

国际制度的建立既是国家对国际问题处理的思考,也是国家对制度内部价值观念的维护和追求的结果,这使得国际制度的建立过程伴随着内外两个逻辑。分析北约建立和扩大的历史,能够揭示制度化两重逻辑的影响发挥。冷战期间北约建立和扩大的外部逻辑在于抵抗苏联的威胁,内部逻辑在于保护跨大西洋地区的民主规范,并将西方国家的认同镶嵌于实体性的制度体系之中。冷战之后,北约的外部安全逻辑重要性有所削减,但稳定冷战后时期的中东欧国家,将其纳入到欧美制度化的网络之中,并把自由民主规范传播到这些国家和地区的内部逻辑则成为重点。

An Analysis of Inner-Outer Logic to the Foundation and Development of NATO

The foundation of international institution is not only the reflection to the outside international problem,but also the result of national protection and pursuit of value and belief inside of the institution,which make the process of foundation follows inner and outer logics. Analyzing the establishment and enlargement of NATO could reveal the influence of inner-outer logic. In the Cold War Era,the outer logic of NATO was to resist the threat of Soviet Union. The inner logic aimed to protect the democratic norms in the transatlantic region and show the western identification by the substantial institution. In the Post-Cold War Era,there are obvious changes to the logic. On the one hand,the influence of outer logic reduced a lot; on the other hand,how to stabilize the middle and eastern European countries,bring them to transatlantic institutions,and spread the western norms to them,which made the inner logic become the focal point.
