| 摘 要： | 建立民主、高效、法治、国际化的有限政府，是目前各国行政改革追求的目标。抛开政府机构改革本身，从行政文化的层面分析，中国两千多年来的官本位意识在行政文化中有非常深刻的影响，如何克服官本位意识的负面作用，加强行政文化建设是建立有限政府的一个重要组成部分。
