| 摘 要： | 基于人口因素对社会、环境和经济的制约作用,本文针对西部开发这一伟大的战略转移,阐述了人力资本在西部开发中的作用,分析了人力资本在西部地区的不足,并认为,通过自身潜力的挖掘才是解决西部地区人力资本的出路.

| Abstract: | On accout of the restrictive role of population in society, environment and economy and in connection of the great strategy for the development of China's west, the paper illustrates how human capital makes effects on the development of Western areas, analyses the deficiency in human capital, and proposes the only means to meet the requirements for manpower resources, i. e. to tap self-potential . |
