PFI项目特点对项目风险事件和脆弱性的影响

不同特点的项目需要不同的管理手段与之相匹配,这样才能有效的提高项目成功率.PFI是一种公私合营的项目运营方式.它的基本目标在于充分利用私有部门的资源来为公共部门项目提供优良的服务.在目前的文献中,还缺少对于PFI项目特点与项目成功(失败)之间关系的研究.对于PFI项目的特点在项目风险过程中所起的作用不是很清楚.通过分析5个英国PFI项目,本文识别出PFI项目的一些特点:新奇性、长期性、高复杂性、紧联结性、高度战略性、多目标性和严格的法律法规限制.本文提出PFI项目的这些特点在一定程度上与项目组织活动和管理活动相互作用,一方面提高了项目风险事件发生的概率,另一方面能够增加项目脆弱性.这些机制说明拥有这些特点的PFI项目需求很高的项目管理能力.

The Influence of the Characteristics of PFI Projects on Project Risk Event and Vulnerability

The approaches of project management and risk management ought to match with the characteristics of projects.The PFI is a type of the PPP projects.The purpose of PFI projects is to sufficiently use resources from private sectors to provide excellent services to the projects in the public sectors.In current literature,few studies explored the relationships between project characteristics and project success(failure).Through analyzing 5 PFI projects in UK,this paper identifies some characteristics of PFI projects: novelty,long duration,high complexity,tight coupling,high strategic significance,multiple goals and the constraints of law and regulation.This paper argues that these characteristics can have interactions with organizational and managerial activities.On one hand,they could increase the possibility of the occurrence of risk events.On another hand,they could increase project vulnerability.A practical implication is that the PFI projects with these characteristics require high capabilities of project management.
