从"平均主义"到"效率优先、兼顾公平"--谈我国分配伦理的变迁与重构

从新中国成立到改革开放、建立社会主义市场经济体制,我国的分配体制在不断发生变化,人们的分配伦理观念也随之变迁.在刚刚结束的党的十六次代表大会上,江泽民同志在报告中再次重申了"确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则,完善按劳分配为主体、多种分配方式并存的分配制度",同时又强调了"坚持效率优先、兼顾公平"的分配伦理观,充分说明了我国社会主义理性分配伦理开始重构.从建国后伦理思想的变迁入手,论证"效率优先、兼顾公平"伦理观的科学性,是社会主义新型分配伦理观的核心思想.

From equalitarianism to giving priority to efficiency and giving consideration to fair--Talk about the change and refounding of distribution ethics

Our country's distribution system as well as people'distribution ethics is changing continually from the founding of the People's Republic of China to reform and opening and the founding of system of socialism market-o-riented ecomomy. At the sixteenth National Congress of the Communist Party of China, commrade Jiangzemin ex-pressed the principle that labour capital technology management and other essential factors of production can partici-pate in allocation according to contribution should be founded and the distribution system which the distribution ac-cording to work is in the main part and other ways exist at the same time should be perfected, moreover, he empha-sized the distribution ethics of giving priority to efficiency and giving consideration to fair,which fully proved that reasonable distribution ethics of socialism has been refounded. The present paper tries to prove that the pricnciple of giving priority to efficiency and giving consideration to fair, which is the core of the new distibution ethics, is sicen-tific on the basis of the changes of distribution ethics after the founding of new China.
