| 摘 要： | 从宪法的视野出发,结合少数人权利存在的＂理论基础＂和＂实践论证＂两方面来探析少数人权利保护的正当性,以期政府对少数人既能禁止干涉并采取宽容政策,也能提供积极保护措施。最终,结合我国国情,提出有效保护少数人权利之途径手段,促进社会公平正义和社会和谐发展。
