| 摘 要： | 政治文明是中国现代化的目标之一,政治文明要求执政者依法合理地使用人民赋予的权力,这就要求对权力具有制约机制。权力制约机制是政治稳定的需要,也是经济繁荣的需要,更是人民生命财产和民主权利得到保障的需要。对政府权力的制约和监督主要有舆论制约和人民监督等方式,但真正有效的监督和制约方式应建立在“以权力制约权力”的基础之上,构建这样一种有效的方式是政治文明得以实现的基础,也是社会现代化的发展方向。

| Abstract: | One of China's destinations in modernization is to establish a political civilization society which is necessary to political economy and protection of people's property.To realize the aim,our government's power must be within restriction.The mosteffective way to realize the destination is to set up a model of society whose ruling is based on "using power to control power".This is direction of Chinese modernization. |
