There are many thorny problems that file construction of infrastructure blocksthe western devel- opment of economy,file ecological conditions are not improved easily.Some major industries are monopolized by tile administrative departments of tile government.The eastern and western region can't exchange important in- formation(such aseconomy)in time,and a big gap exists during the eastern and westem development.Thereg- ulation by market forces is hard to settle down the imbalance of the western economic structures.The govern- ment's intervention should be strengthened.However,it is notan efficient method to strengthen it.Due to the market failure,we should strengthen thegovernment's intervention to solve tile imbalance of western economic developmentsuch as the impediment of economic system.In this way,the strategic tmget of balanceof regional economy can be realized.
