Great Compromise: Revisited John Mill' s Thought on Free Press

The famous paper On Liberty of Thought and Discussion written by John Mill, the great British thinker in the 19th century, was regarded as "the most classical defenses of freedom in the English language". Mill's thoughts have been the jurisprudence foundation of the American Mass Communication Law. However, utilitarianism and liberalism both were the foundation of his thoughts. The "Market of Ideas" theory reflected his negative-liberty side. We should note that his "social responsibility" theory also reflect his positive-liberty side.
