| 摘 要： | 二十世纪后半期中韩两国政治、经济、社会等各方面都发生了巨大变化。两国的行政机构身处这种变化大潮之中,或者主动地、或者被动地,先后对自身进行了改革。其中行政与政治、政府与企业、中央政府与地方政府、政府与非政府组织关系的调整是两国行政发展中最值得关注的问题。
