| 摘 要： | 2010年，世界性的金融危机触底回升趋势基本确立。在后危机时代，各国政府都在反思各自的发展方式，很多城市都在对过去的发展战略进行系统而深入的思考，不约而同地把文化战略纳入其整体发展规划中，以此作为调整经济结构的重要战略之一。
