| 摘 要： | "十五"期间国有企业改革仍是经济体制改革的核心.在新形势下国有企业如何改革?本文对目前国有企业改革实践进行了理性分析,特别对国有企业改革的若干深层矛盾解决得如何,还有什么突出障碍制约着企业发展进行了分析,在比较的基础上提出了突破国有资产管理体制、政府对国有企业的管理方式、国有经济的战略性调整、法人治理结构的优化、所有者对经营者激励约束方式、企业包袱等六个障碍的思路和政策选择.
