| 摘 要： | 和谐行政是社会主义和谐社会建设的客观要求。软法之治是一个新兴概念,它具有协商民主性、公正平等性和倡导有序参与性等特征。从介绍软法与和谐行政的概念入手,探讨两者之间的内在联系,从软法之治推动行政的和谐化、软法之治推进和谐行政的民主、软法之治推进和谐行政的法治化论述软法之治在和谐行政建设中的作用。

| Abstract: | The building of harmonious administration is an objective requirement of the construction of a harmonious socialist society.Soft law is a new concept,which has the characteristics of consultative democracy,justice and promoting orderly participation.Starting with the concepts of soft law and harmonious administration,the article discusses the relationship between the two from three aspects —soft law can promote administrative harmony,soft law can promote the harmonious administration democratization,soft law can promote harmonious administrative rule of law.And a deep discussion of soft law in the administration’s role in the construction of harmonious is carried out. |
