| 摘 要： | 行政责任和权力从冲突走向调适是和谐行政的内在要求。理论和现实中的责权冲突虽呈现不同的状态,但都在努力追求权责统一,用责任束缚权力,用制度和行政道德及伦理来调适责权冲突,实现和谐行政。

| Abstract: | The administrative accountability and the power moving from conflict towards suitability is the intrinsic request of harmonious administration.Though presenting different conditions,the conflict between accountability and authority in reality and theory is pursuing the integration and the realization of harmonious administration,with the accountability fettering authority,the system and the administrative morals and ethics adjusting the conflict between accountability and power. |
