| 摘 要： | 文章就现行的财政支农政策存在着资金总量不足、结构不尽合理、财政资金管理体制不完善、尚未用足WTO保护规则支持农业发展的问题,提出了财政支农要在机制上进行创新优化,突出支持重点,减少竞争性项目支出,保证公益性支出等方面的改革建议.

| Abstract: | There are some problems undermining in the financial support policies to agriculture, such as, insufficient total amount of fund, improper structure of loan, incomplete management system of financial fund, inadequate application of WTO rules. To optimize the mechanism of financial support to agriculture, the author puts forward some countermeasures, including mechanism innovation, specially sustaining keystones, reducing expenditure to competitive items while increasing to public items. |
