| 摘 要： | 农地制度是由外在制度与内在制度及其实施机制构成的,农地外在制度与内在制度的差异主要表现在:农地内在制度是从人类经验中演化出来的,农地外在制度是人为设计的;农地内在制度应用的灵活性与外在制度应用的确定性;农地内在制度与外在制度实施的差异性。如果人为设计的外在制度不能适应内在制度的要求,则外在制度的效率会下降,我们设计的农地外在制度要能够有效实施,一个重要前提就是农地外在制度能够与内在制度相适应。

| Abstract: | Farmland institutions consist of external institutions,internal institutions and their operation mechanisms.The differences between the external farmland institutions and the internal one are mainly:the internal institutions evolved from human experience,while the external institutions were designed by the human.The application of the internal farmland institutions is flexible and the application of the external institutions is definite.The operation between the external farmland institutions and the internal one is different.If the designed external institutions cannot meet the need of the internal institutions,the efficiency of the external institutions will be lowered in order to make the designed external farmland institutions effectively carried out.There is one important premise that the external farmland institutions must fit in with the internal farmland institutions. |
