近代汉口市政改革对租界的效法与超越

摘    要:20世纪前期,汉口市政改革经历了从最初学习效仿租界,到政府直接学习西方最新的市政成果,最后超越租界的曲折过程。这一曲折过程表明,市政独立统一是决定市政改革成功与否的重要因素。按照现代市政体制进行构架的独立的汉口市政府建立后,力谋城市统一建设管理,结束了近百年多头市政的混乱局面,特别是一批带着现代西方最新市政理念、亲历西方现代市政最新成果的海归派专家积极投身其中,付诸实践,使汉口市政焕发出现代青春的夺目光采,成为20世纪30年代中国城市中最耀眼的明珠之一。

Abstract:In the early part of the 20th century, the municipal reformation of Hankou experienced the process from learning and imitating the concession at first, then to directly learning the new municipal achievements by the government, and in the end to transcending the concession. The zigzag process proves that the municipal independence is the important factor deciding the success of the municipal innovation. After the establishment of the independent Hankou government designed according to the modern municipal system, the government tried its best to combine municipal construction and management and put to an end of the chaos of multithread having lasted for a century. The most important of all is that a group of homing overseas specialists, who had been equipped with modern western municipal conception and experienced new western contemporary achievements, took part in and practicing the reformation as to make Hankou' s municipality shine with modem youth and become one of the brightest model of the modern Chinese cities in the 1930s.
