滨州市在近几年粮食补贴政策落实中取得了恢复粮食生产、开垦可耕用地、调动种粮农民积极性等成绩,但在补贴工作开展中也暴露出效益不明显、缺少技术补贴、补贴过于分散、补贴运行成本较高、贯彻落实不够透明等问题.创新农业土地制度、发展适度规模经营,规范发展农业生产要素市场,调整补贴标准、方式和对象,加大对农村劳动力的教育和培训支出等改革和完善粮食补贴政策的措施,对于发展滨州农业、促进农民增收将会发挥重要作用.
