河北省农村书屋的长效发展机制问题探讨

通过电话访谈、实地考察和问卷调查等方式对河北省农村书屋的建设和利用情况进行了调研。研究发现,目前河北省农村书屋在建设和使用过程中存在建设资金缺乏、图书配置不合理、营运模式待创新、农民阅读习惯尚未形成、服务体系不到位和考核评价机制有待加强5个主要问题,提出应将市场营销理念引入河北省农村书屋的营运中来、全面贯彻知识服务机制、营造良好的阅读氛围、提升农民的书屋意识和建立可持续发展的书屋评价指标体系四方面来入手构建河北省农村书屋的长效发展机制。

Study on the Long-term Development Mechanisms of Village Libraries in Hebei Province

Through telephone interviews,on-site inspection and questionnaires,the article investigated the construction and usage condition of Hebei village libraries.It is found that,at present,there exist five major problems in the construction and usage process,which include the lack of construction funds,irrational book allocation,the needs of operation mode innovation,peasants＇ unformed reading habits,inadequate serving system and powerless evaluation system.Four aspects of suggestions are put forward to act as the starting point so as to construct a long-term development mechanism of Hebei village libraries,they are,the concept of marketing should be introduced to the operation of village libraries,an all-round knowledge service mechanism should be implemented,a good reading environment should be built,peasants＇ library consciousness should be enhanced,and the evaluation index system of sustainable development should be established.
