秦皇岛市被征地农民养老保险制度政策研究

被征地农民是我国工业化和城镇化发展过程中产生的一个特殊群体。尽快建立健全被征地农民的社会保障制度对社会的稳定和城乡经济的可持续发展具有非常重要的意义。介绍了秦皇岛市被征地农民养老保险制度的基本情况,并指出了制度实施中的问题,主要包括土地补偿标准过低,给付待遇水平低,政府补助比例较小以及保险精算理论不足而导致保费偏高,最后,通过保险精算手段得出不同的给付水平、性别、起领年龄、投保年龄以及预定利率,算出的应缴保费都有所不同。根据秦皇岛市目前实施的被征地农民养老保险制度,易造成投保人的道德风险、逆向选择等问题,应加以完善。

A Research of Pension Security System for Land-expropriated Peasants in Qinhuangdao

Land-expropriated peasants is a special group appeared during the developing processes of industrialization and urbanization in China.To establish and perfect the social security system for these peasants is of great importance to social stability and the sustainable development of urban and rural economy.The basic condition of the old-age insurance system for land-expropriated peasants in Qinhuangdao is introduced,and the problems in the implementation of the system are pointed out,which mainly include low land compensation standard,low payment treatment level,small proportion of governmental subsidies and high insurance premium caused by insufficient insurance actuarial theory.Finally,through insurance actuarial methods,different payment level,gender,age for getting insurance premium and for application,and assumed interest rate are got,in which premium payable are different.According to the old-age insurance system for land-expropriated peasants carried out in Qinhuangdao,problems can be easily caused,such as moral hazard of the assured and adverse selection,which should be perfected.
