| 摘 要： | 全国文明城市创建的根本目的是通过检查评比,发现城市文明建设中存在的问题,督促改善,提升城市文明水平,推动城市发展.从城市层面建立城市公共文明指教测评体系,尤其是设计和完善城市公共文明实地考察指标体系,定期对各区市的城市公共文明指数进行测评,及时发现和改进存在的问题,是文明城市创建常态化、科学化、制度化管理的基础.
